CASA GRANDE — A man visiting the U.S. is facing charges after he allegedly fled from Arizona Department of Public Safety troopers.

According to Pinal County Superior Court records, Francisco A. Ogando Mencia, 20, is charged with unlawful flight from a law enforcement officer.

At 5:22 p.m. on Nov. 15, a trooper attempted to pull over a gray Chevy Tahoe that was traveling west on Interstate 10 near milepost 203 for having windows that were too dark and a license plate cover.

The driver of the SUV, later identified as Ogando Mencia, pulled the vehicle over. As the trooper was approaching the passenger side of the vehicle, he noticed that the SUV was still partially in the roadway. An agent from the U.S. Department of Homeland Security stopped to assist the trooper.

The trooper noticed two men in the vehicle. The front passenger rolled down his window at the trooper’s request. The passenger handed over a Connecticut identification card. The driver, Ogando Mencia, allegedly told the trooper he did not have a driver’s license.

The trooper asked the Homeland Security agent to stay with the SUV while he returned to his own vehicle to back it down the roadway to provide more room for Ogando Mencia to pull the SUV out of the roadway.

Orgando Mencia allegedly moved his vehicle farther onto the shoulder but when the trooper asked him to step out of the vehicle, Orgando Mencia allegedly refused and took off at a high rate of speed westbound.

The trooper pursued the SUV and the chase ended near milepost 185 near Casa Grande. Ogando Mencia was taken into custody and identified by his passport. The report did not state what country the passport was from.
